Full Professor of Economic and Political Geography at the University of Piemonte Orientale, Italy. He has been an invited speaker to the UN Conference on Environment and Development of Rio de Janeiro, 1992 and expert correspondent with the European Parliament and the U.N. Centre for Science and Technology for Development (UNCSTD).
